Let's see... Personally, I think that part of the problem also has to do with the way that children are brought up--specifically, reliance on mass child care environments for the teaching of so-called social skills. Having worked in such environments, I am strongly convinced that there is no way that this is effective. Teachers really cannot attend to some of the deepest needs that children have, and a good number of children enter these settings from very troubled home environments (even home environments that appear fine on the surface can be very troubled for a number of reasons). So I think that part of the solution is not only better education but better social structures for families within the community so that troubled families and children are able to receive support and intervention long before problems begin to develop.
And about those trees and planters and telephone poles... The placement of these things in the middle of sidewalks should be at least a misdemeanor worth $5,000 (for the support of dog guide schools on behalf of each person who bumps into said obstruction).
